  • Hartford (CT) Shared Mobility Study

In 2025, the City of Hartford initiated the Hartford Shared Mobility Study, a partnership with the Greater Hartford Transit District to create a citywide plan for shared bikes, e-scooters, microtransit shuttles, and car share. The study is designed to close first- and last-mile gaps; improve connections to jobs, schools, parks, and healthcare; and expand low-cost, zero-emission travel options in neighborhoods with limited transit access. The plan focuses on equity by prioritizing communities with low car ownership, high traffic exposure, and longstanding mobility gaps.

Melissa Johnson Associates leads the community engagement process for the study. Engagement activities include convening an Equity Advisory Group, administering a bilingual community survey, conducting resident and stakeholder interviews, and hosting pop-up events across Hartford, including at Keney Park, Goodwin Park, and the Downtown Bus Hub. Materials are accessible, bilingual, and available in print and digital formats. Input gathered through the survey, interviews, and pop-up events helps identify transportation barriers, priority destinations, and service needs, laying the foundation for the final Shared Mobility Implementation Plan.
