The Amtrak East River Tunnel Rehabilitation Project focuses on restoring two of four East River Tunnel tubes connecting Penn Station to Sunnyside Yard in Queens. Built in 1910, the tubes were damaged by Superstorm Sandy and require significant upgrades and comprehensive rehabilitation. The project is part of Amtrak's larger effort to modernize infrastructure and improve the the Northeast Corridor Line. The East River Tunnel is used by Amtrak, Long Island Railroad, and NJ TRANSIT to connect New York to destinations east. The project is funded by Amtrak, U.S. DOT Federal Railroad Administration, the Metropolitan Transportation Authority, and NJ TRANSIT.
MJA is overseeing community engagement in collaboration with Amtrak, and is responsible for the project's outreach and engagement to the general public impacted by construction, including residents, businesses, schools, motorists, pedestrians, and commuters living, working, or traveling near the East River tunnel portals in midtown Manhattan (East 32nd and East 33rd Streets) and at Sunnyside Yard in Queens. Community boards and elected officials are kept up to date about the project's progress. Outreach also focuses on assisting Amtrak with communicating passenger route changes to Amtrak, NJ TRANSIT, and Long Island Railroad customers throughout the northeast.
